All users can have Store Credit Balance and reuse to order from the store!
Admin can give Store Credit also and control it!
You can ask your customer to refund his money to Credit Card or ((you can add for him in Store Credit))

        I think the whole order system should be made of balance system with either credit or debt.
        Example : order creation > debt which can be fullfilled after by any kind of payment.

        Refund > Credit to customer client.
